Compact States
The Enhanced Nurse Licensure Compact allows a nurse who declares residency in a participating state to practice nursing in any state that is part of the alliance. A nurse must have a current RN license and proof of residency. (https://nurse.org/articles/enhanced-compact-multi-state-license-eNLC/)
As of January 2024, there are currently 41 states part of the eNLC. Here’s a comprehensive list of all of the states that have enacted multi-state compact licensing, either fully or partially, or are awaiting legislation:

Walkthrough States
A Walkthrough State issues a temporary state license quickly. This is a temporary travel nurse license that allows a nurse to work while in process toward his/her permanent licensing. This license is valid for 1-6 months, depending on the state. States included are:
- Illinois
- Massachusetts
- Michigan
- Minnesota
